“Arrested Decay” is a 100 page publication detailing the fight for water and the subsequent development of Los Angeles. The book focuses on the plight of the Owen’s Valley in the early 20th century, and the oddities that now exist in the area due to the resulting isolation and environmental conditions that sprung from the draining of Owen’s Lake.
